Why stop at 80%?

DC fast charging tapers sharply above 80% to protect the cells, so the last 20% can take as long as the first 60%.

Does cold weather slow charging?

Yes. A cold pack limits charge current until it warms, which is why many EVs precondition the battery on the way to a fast charger.
